My LED Lights Won't Turn On!

Ugh, this is so frustrating! I have my LED lights to work, but they just won't turn on. I've verified the fixtures - they seem okay. Maybe the circuit breaker is {the{ problem? I haven't know what else to do! Any suggestions would be much appreciated!
